From the plot to the tourism use permit, in four steps

04

The chosen typology sets the design requirements. It is the first decision to make, and it starts with the plot.

[01]

Feasibility

The PDM (municipal master plan), REN, RAN and easements define what is allowed and with which parameters. We choose the typology with you; LANDSCOPE answers in 48 hours or 5 working days.

[02]

Design and permitting

Architecture and engineering designs meeting the typology requirements, planning permission or prior notification with the municipality and, where worthwhile, a prior information request and the Turismo de Portugal opinion.

[03]

Construction

Detailed design and site assistance, checking that the construction matches the design.

[04]

Use permit

When the works are complete, the municipality is asked for the use permit for tourism purposes. The permit states the maximum capacity and the typology.

New build or rehabilitation

Country houses and agritourism start from existing buildings; a rural hotel can be built from scratch (RJET, art. 18).

Feasibility before you buy

We check the PDM and the constraints on the plot before you invest, to know which typology is possible.

Common questions

It starts with feasibility: the PDM and the constraints on the plot say whether tourism use is allowed and with which parameters. You then choose the type (country house, agritourism or rural hotel), prepare the architecture and engineering designs with that type's requirements and submit them to the municipality. When the works are complete, you apply for the use permit for tourism purposes.
Seven: hotel establishments, tourist villages, tourist apartments, tourist complexes (resorts), manor-house tourism, rural tourism, and campsites and caravan parks (RJET, art. 4).
Yes. Rural hotels may occupy existing buildings or be built from scratch (RJET, art. 18(7)). Country houses and agritourism start from existing buildings.
No. It is requested by the applicant, it is not binding and it applies to hotels, tourist villages, apartments and complexes and to rural hotels (RJET, art. 26).
Local accommodation is the regime for providing lodging without meeting the requirements of a tourism development, with its own rules and registration. A tourism development follows the RJET and the ordinance for its typology.
